Howard is an aging engineer who operates an oceangoing salvage ship. Laidback and relaxed, he invariably wears a jazzy Hawaiian shirt and funky sunglasses. Like Gundam pilot Duo Maxwell, Howard is a member of the Sweeper Group, and his ship serves as a mobile base for Duo and the Gundam Deathscythe. He is responsible for upgrading several of the Gundams over the course of the show.
